The Department of Veterans Affairs, specifically the VA History Office through the Sac Frederick office, awarded contract 36C10X22P0092 to Digital Transitions Inc. on August 5, 2022. This equipment procurement, valued at 407,689.13 dollars, was conducted as a total small business set-aside under NAICS code 333316. The primary objective of the procurement is to acquire the DT-Titan and the DT Phase One Rainbow Multispectral Imaging system, or an equivalent, to enhance the digitization of textual, photographic, filmed, and 3-D materials. The acquired systems are designed to improve the efficiency of digitizing historical records and artifacts. While the DT-Titan provides standard digitization, the Rainbow MSI system utilizes specialized camera technology, light sources, and filters to capture wavelengths across the electromagnetic spectrum. This capability allows the VA History Office to analyze pigments and traces in documents and paintings without physical contact and to recover information from records damaged by fire or water. These tools are essential for meeting the agency's strategic goals of increasing public access to digitized materials.

VAHO is seeking to procure the DT-Titan and the DT Phase One Rainbow Multispectral Imaging (MSI) system (or equivalent system). These digitization platforms will be leveraged to efficiently digitize textual, photographic, filmed material, and 3-D objects (hereafter - materials.) The Rainbow MSI system will augment the DT Titan by additionally capturing light from a range of wavelengths - visible and invisible to the human eye - across the electromagnetic spectrum using special camera technology, light sources, and filters. The Rainbow MSI system will deliver in-depth insights into materials, pigments and other traces in documents, paintings, and artifacts, without physical contact with the object. The Rainbow MSI system allows the VA History Office to capture, digitize and make available information from damaged records to include fire and water damage. These products will assist in meeting the access needs of our customers and meeting the requirements for VAHO strategy for digitizing materials for public access.
