68 -- Herbicides for Helena National Forest and the Gallatin National Forest

Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The requisition numbers are 96760 and 107707. Each requisition has a separate delivery address. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular dated 3/22/2007. The applicable North American Industry Classification is 325320: size standard is 500 employees. Requisition 107707, the Helena National Forest, Helena Ranger District, is soliciting for the following herbicides/pesticides: Item No. 1 Tordon 22K (210 gallons), 2. Transline (15 gallons), 3. 2, 4-D Amine (100 gallons), 4. Escort (160 oz), 5. dye (15 gallons). There will be two (2) separate orders associated with this requisition, one in the spring and one in the fall. Requisition 96760, the Gallatin National Forest, Livingston Ranger District, is soliciting for the following herbicides/pesticides: Item No. 1 Tordon 22K (125 gallons), 2. 2, 4-D Amine (250 gallons), 3. Escort (4 gallons/16 pounds), 4. Transline (40 gallons), 5. Plateau (1 gallon), 6. SYLTAC (25 gallons), 7. Marker dye (15 gallons). There will be one (1) order placed associated with this requisition. No substitutions will be allowed. The amounts in parentheses are estimates only. Delivery must be made within 14 calendar days after receipt of fax orders. Interested parties must submit prices F.O.B to Helena, MT (59602) and Livingston MT (59047) for deliveries as described above for the estimated amount of chemicals. Products must be specific to meet Environmental Protection Agency (EPA) labeling requirements. EPA requires that products be labeled for site of application. Any product purchased from this contract must have appropriate labeling to permit Forest, right-of-way, or wildlife site use. Quoters must provide products meeting these label constraints or product will be returned at quoter?s expense. Period of performance will be from date of award until September 30, 2007. All quantities are estimates. No obligation will exist until the government places an order. Orders will be placed by credit card or purchase order. The provision at 52.212-1, Instruction to Offerors Commercial, applies without addenda. Award will be made to a responsible contractor whose offer is the lowest, acceptable price and most advantageous to the Government. Award will be made on all items. Offers shall include DUNS #, and Tax ID #. Contractor is required to be registered in the Central Contractor Registration (CCR) database and Online Representations and Certifications Application (ORCA) before award. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement the Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
