Full Description

The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Pre-Solicitation Notice for Liquid and Powder Rotenone for McNary National Wildlife Refuge (NWR) - Burbank, WA. THE WORK CONSISTS OF: The contractor shall provide 100 gallons of liquid rotenone and 5,060 pounds of powder rotenone for McNary NWR. Rotenone will be used to eradicate rough fish and as a result to improve aquatic habitat. To be considered responsive, offerors shall submit the following with their quote: (1) Offerors shall provide documentation showing that they are licensed and permitted to distribute pesticides within the United States; (2) Offerors shall provide documentation showing that all of their proposed products are registered for use in Washington and Oregon States by the respective state's regulatory agency; and (3) if providing an alternative rotenone, offerors shall provide technical specifications which demonstrate their proposed rotenone meets the minimum requirements outlined in Section 2 of the statement of work. Failure to provide this information prior to the closing of the solicitation (Block 8 of the SF1449) will result in the quote being nonresponsive. In accordance with FAR Provision 52.212-2, the contract will be awarded to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about June 10, 2016, with an anticipated proposal due date of June 21, 2016. In order to view these documents, prospective offerors are required to self-register their firm with FBO (Go to http://www.fbo.gov and Register Now under Vendor / Citizens). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date will be on or about June 23, 2016. Rotenone will need to be delivered between August 29, 2016 and September 16, 2016. This is a 100% small business set-aside procurement.
