The anticipated date for award is 30 May 2008. Delivery of the first CSTRS T shall be 24 months after receipt of order, and the second delivery within 48 months of contract award. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1(only one responsible source and no other supplies or services will satisfy agency requirements). The purpose of this procurement is to develop an MH-60S Carriage, Stream, Tow and Recovery Trainer (CSTRS-T). CTC is and has been the sole source provider for the development, test, and integration the CSTRS. Also, CTC is currently the only provider of CSTRS training to the Fleet and uses an internally developed tower device. Given the complexity of the system and the level of system knowledge required to complete the development of the current CSTRS, CTC is considered the sole source possessing the expertise, internal technical data, equipment and experienced personnel necessary to successfully fulfill the government's requirements within current budget and time constraints. A solicitation will be issued on or about 29 Jan 2008. This procurement will result in a FFP contract. See numbered note 22 (substitute fifteen for forty five days). Response may be made by email to: T?ann.Perrault@navy.mil or the address above. For information regarding this procurement, contact: T?ann Perrault at 407-380-4723. A determination not to compete this proposed action is solely within the discretion of the Government.
