The Transportation Security Administration (TSA) intends to negotiate a sole source contract with the Ekman Group, Training Division, under the authority of TSA’s Acquisition Management System for a specialized two-day training course. This training will be conducted at three government-provided locations nationwide and is designed to enhance TSA’s ability to evaluate and detect deception through techniques such as micro facial recognition, voice pitch analysis, criteria-based content analysis, and memory recall. The course focuses on improving the assessment of the credibility of information received from travelers in and around airport settings. The training sessions are scheduled to take place between July and August, responding to growing security concerns both domestically and internationally. This contract opportunity is not open for competitive bidding; however, other firms interested in providing similar training that meets TSA’s requirements within the specified timeframe are invited to notify the Contract Specialist by July 11, 2007. The TSA will consider any such responses before deciding whether to proceed with a competitive procurement or move forward with sole-source negotiations with the Ekman Group. The decision to bypass competition is at the government’s discretion, reflecting the unique qualifications of the Ekman Group to deliver this critical training. The contracting office is based in Springfield, VA, under the Department of Homeland Security, with Andrea V Dingle serving as the Contracting Officer.
