Solicitation Number: W91248-15-T-0006 Notice Type: Special Notice Synopsis: The Government intends to enter into a firm fixed price contract with Raydon Corporation, 1420 Hockney Court, Port Orange, Florida 32128-8318. The Mission and Installation Contracting Command (MICC) Fort Campbell, KY has a requirement to purchase (1) ea. unstabilized gunnery trainer (and associated components) for training 3rd Brigade Combat Team, Fort Campbell, KY 42223. (See attachment- Sole Source J&A). This procurement will be conducted on a sole source basis in accordance with the statutory authority as implemented by FAR 13.106-1(b)(1) which states quote mark For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available quote mark (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). The basis for restricting competition is that this is a uniquely sophisticated training system manufactured and distributed exclusively by Raydon Corporation. No other company is able to provide this gunnery training system. NAICS code for this procurement is 333318 and the small business size standard is 1000 Employees. This sole source requirement will be procured under Simplified Acquisition Procedures using Other Than Full and Open Competition, and awarded on an unrestrictive basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements, it may give written notification to the Contracting Officer within 6 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Raydon Corporation. Responses are due by Monday, 23 March 2015, 0800 CST.
