This contract represents a sole source solicitation for the procurement of MATLAB software from The MathWorks, Inc., based on the unique capability of this product to meet the Air Force Research Laboratory Sensors Directorate’s specific IT requirements. The acquisition is conducted under Federal Acquisition Regulation guidelines and includes referenced clauses ensuring compliance with federal laws and acquisition regulations. The software is essential to maintain compatibility and interoperability with existing government systems and to fulfill the Secretary of the Air Force’s mandate for equipment standardization. The contract mandates that all items be procured from The MathWorks as the exclusive designer, developer, and supplier, with delivery required within thirty days of order receipt and shipment FOB Destination to Wright-Patterson Air Force Base, Ohio. The solicitation uses a combined synopsis/solicitation format without issuing a separate written solicitation and requests quotations by a specified deadline. An ombudsman is designated to address concerns confidentially, although they do not influence proposal evaluations or contract decisions. The estimated cost for the software purchase is approximately $100,262.85, deemed fair and reasonable based on prior government dealings and official pricing. The contract includes strict provisions on licensing agreements ensuring they comply with federal statutes and regulations. All proposals must quote the complete set of items, and inquiries are directed to the contracting officer. This procurement reflects the government’s proactive stance on future market research to avoid repetitive brand-name justifications.
