The Department of Veterans Affairs, Network Contracting Office 15, plans to award a sole source contract to GE Healthcare to upgrade the Centricity Operating System on GE Innova 540 and 530 IGS Cath Labs and GE MacLab equipment used in the cardiology unit at the Robert J. Dole VA Medical Center in Wichita, Kansas. This upgrade must be fully compatible with existing GE software on these systems. The performance period is set for 30 calendar days starting from the award date. The contract will be firm-fixed-price, and the decision to proceed with a sole source award is based on the government’s assessment that only GE Healthcare can fulfill this requirement in a timely and practical manner. While this notice is not a solicitation for competitive bids, interested parties may submit capabilities statements by the deadline of September 14, 2016, 1:00 PM EST, to demonstrate their ability to perform the required services. However, verbal responses or phone calls will not be accepted. If no viable alternative sources are identified by the deadline, the VA intends to proceed with negotiations exclusively with GE Healthcare. The point of contact for this action is Larry Zaritz, Contract Specialist. The government retains sole discretion to decide whether to compete the contract based on responses received, but typically considers this service unique and not available from other providers.
