RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

The National Institute of Environmental Health Sciences intends to award a sole source purchase order to Ingenuity Systems, Mountain View, CA 94043, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for Ingenuity Pathways Analysis software concurrent licenses (3) for five months. The end user considered software by other manufacturers. He determined that only the Ingenuity Pathways Analysis software will meet the requirements because the Ingenuity Pathway Analysis software has a web access portal to pathways generated from microarray gene expression data or proteomics data and are constructed with good statistical rigor as well as manually curated and/or heuristically generated biological networks of genes, metabolic pathways or functional categories. The Ingenuity Pathway Analysis software is already in use at NIEHS, and this procurement is for additional licenses. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Elaine Shoaf at the above address for consideration by the agency. Faxed responses will be accepted at +1 (555) 000-0000. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Ingenuity Systems. The NAICS code/size is 518210/100 employees. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available. For information concerning this solicitation contact Elaine Shoaf, FAX +1 (555) 000-0000.*****
