The contract involves the Center for Information Security Services negotiating exclusively with LTU Technologies, a small commercial business based in Washington, D.C., for acquisition of LTU’s Image-Filter and Image Seeker Software under the FAR Part 13 Commercial Items Test Program. This software provides specialized data storage and management capabilities, supporting various data types including videos, images, textual data, dates, and numbers. It features tools for both manual and automatic data enrollment—such as through web crawling—and offers a user interface that allows users to display, edit, delete, or export stored elements. The software supports over 26 image formats using standard codec libraries, with provisions for easy integration of new formats using compatible C or C++ libraries, meeting unique reliability requirements for the customer. The contract period will be one year from award, with a six-month option. LTU Technologies is identified as the sole responsible source capable of fulfilling the agency's needs, justifying the sole source procurement under 41 U.S.C. 253(f)(1) and FAR 6.302-1, as no other suppliers can meet the requirements. Although this is not a competitive solicitation, the government is open to receiving proposals within five days and may consider them. The contracting officer for this vehicle is Jon D. Faye from the General Services Administration’s Interagency Contracts office, based in Washington, D.C.
