The Department of Interior’s Acquisition Services Directorate in Herndon, Virginia, plans to negotiate and award a firm-fixed price purchase order to GE Aviation Systems LLC for the procurement of twenty-one Micro Cartridge Interface Devices (MicroCIDs). These devices are essential components required by the Indonesian, Omani, and Thai Air Forces as part of their Foreign Military Sales program to upgrade mission planning systems for their F-16 aircraft. Due to the highly specialized nature of the MicroCIDs and the lack of alternative sources, the acquisition will be conducted under a sole source basis in accordance with the Federal Acquisition Regulations, allowing the government to bypass full and open competition. This notice serves as an announcement of the intent to award and is not a formal solicitation, Request for Quotation, or Request for Proposal. No purchase order will be based on responses to this notice unless compelling evidence is provided that competition would benefit the government. Market research supports the conclusion that GE Aviation Systems LLC is the only available vendor capable of supplying these specific devices. Any information regarding potential alternate sources must be submitted in writing by the specified deadline, and all inquiries must be made via email, with telephone requests neither accepted nor acknowledged. If no written challenges are received by the deadline, the contract will be awarded without further notice.
