The Department of Interior’s Acquisition Services Directorate (AQD) in Herndon, Virginia plans to negotiate and award a firm-fixed-price purchase order to GE Aviation Systems LLC for the procurement of twenty-two Micro Cartridge Interface Devices (MicroCIDs). These devices are critical components used by the Taiwanese Air Force in mission planning systems for their F-16 aircraft upgrade, conducted under the U.S. Department of Defense Foreign Military Sales (FMS) program. Due to the specialized nature of the MicroCIDs and the fact that GE Aviation Systems LLC is the sole manufacturer and source, the acquisition will proceed without full and open competition in accordance with the Federal Acquisition Regulations (FAR) Subpart 6.302-1(a)(2). This notice serves to inform potential sources but does not constitute a solicitation, request for quotation, or proposal. No orders will be awarded based on responses to this notice alone. The government invites any evidence demonstrating a competitive source advantage by a specified deadline but reserves the discretion to award the contract without further notice if no compelling information of alternative sources is provided. Inquiries must be submitted via email to the specified contact, and telephonic questions will not be accepted. The acquisition supports a vital foreign military upgrade and emphasizes the sole-source justification due to the unavailability of the required items elsewhere.
