70 -- NSA Certified Cross Domain Solution for the movement of data and imagery to SIPRNET

The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to procure the following: 1 each Secure UDP Packet Transfer System Application, Version 3.0 (EAL4 Certified) 3.3 Volt Universal Cards. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2. The Government intends to solicit and negotiate with Owl Computing Technologies, Inc. of Ridgefield, CT. This procurement is to provide the U.S. Joint Forces Command's Joint Battlespace Awareness ISR Integration Capabilities (JBAIIC). JBAIIC requires the procurement of an off-the-shelf NSA certified Cross Domain Solution (CDS) will allow for the movement of unclassified data and imagery to SIPRNET for further processing and analysis. The secure UDP packet transfer systems application (Version 3.0) Volt Universal Cards are needed for a cross domain solution to allow the transfer of information from NIPRNET and SIPRNET and will be used for ISR Integration and Transformation exercises and experimentation. JBAIIC contractors will perform all on-the-job training to personnel directly involved with the experimentation and exercises conducted. All maintenance will be covered by the manufacturer's warranty and the normal life cycle management process with cover subsequent maintenance. Interested parties may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for quotes. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 423430 and the small business size standard is 100 employees.
