The USGS Astrogeology Team requires one unit of source code for photogrammetric pushbroom camera models to support mission-critical projects. This contract will be awarded noncompetitively to BAE Systems in North Highlands, CA, in accordance with specific federal acquisition regulations. The key deliverable is the pushbroom camera sensor model (CSM) source code, currently at version 3, known as “UsgsAstroLineScannerPluginCSM.” This code is intended to serve as an open-source example for the planetary science community, facilitating standardized access to camera models via an application programming interface (API). To promote broad use and collaboration, the code will be released under a permissive BSD or MIT license. The procurement is structured as a firm-fixed-price contract with performance in Flagstaff, AZ, under NAICS code 541511 for custom computer programming services. While BAE Systems is the intended awardee, other capable firms were invited to submit capabilities statements for consideration prior to the closing date. All interested vendors had to be registered in the SAM database. Questions related to the contract were to be directed in writing to the contracting officer by a specified deadline. The notice aligns with federal acquisition policies effective as of January 2017 and represents the government's sole notification for this procurement.

The USGS, Astrogeology Team has a requirement for Qty. (1) Source Code for existing photogrammetric pushbroom camera models to better support mission critical work. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to BAE Systems of North Highlands, CA. There is an immediate need to provide a pushbroom camera sensor model (CSM) as an open source code example to the planetary community. The CSM standard, now at version 3, was made available to standardize how camera models are accesses via an application prototype interface (API) across different applications. The code that we require to be open, called the “UsgsAstroLineScannerPluginCSM?, currently sits at version 3 of the CSM standard. To continue to support NASA, this source code needs to be given openly to the community as an example of a pushbroom camera using a permissive BSD or MIT license. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
