The U.S. Army Information Systems Engineering Command plans to award a sole-source contract to Rohde and Schwarz for the procurement of two portable receivers. This acquisition is justified under the Federal Acquisition Regulation provision allowing sole-source awards when only one responsible source can meet the requirements. The receivers must be lightweight, portable devices designed for remote surveys and noise source identification, equipped with an LCD interface capable of displaying Waterfall charts, and able to transfer and record large bandwidth data. Key technical features include an operating frequency range from 9 kHz to 7.5 GHz, the ability to record instantaneous panoramic scans of at least 10 MHz RF bandwidth at 2 GHz per second, internal recording memory of at least 4GB, remote control via Ethernet using the SCPI protocol, a battery life of no less than four hours, and an active directional antenna covering 20 MHz to 7.5 GHz. The system must also include protective carrying gear such as a carrying bag and chest harness. Interested parties who believe they can provide an equivalent product were invited to submit a letter of interest by September 3, 2010, addressing their capabilities to compete for this requirement. However, the government retains full discretion over whether the procurement will be opened to competition based on these responses. Costs incurred in submitting capability information will not be reimbursed. The contract emphasizes certain performance parameters like automatic pre-selection to enhance signal processing by reducing noise and interference and ensuring high-quality signal reception. The procurement is overseen by the CECOM Contracting Center located at Fort Huachuca, Arizona.
