The Commander of the U.S. Army Information Systems Engineering Command plans to award a sole-source contract to Spirent Federal Systems, Inc. for the acquisition of two Professor Y modules designed for the Spirent Test Center. These modules test high-level network traffic (Layer 4-7) at 10 gigabit speeds and include specialized hardware components such as a 2-port 10BGE hypermetrics AP module, transceivers, and an avalanche extreme solution integrated with the Test Center. The procurement is justified under the Federal Acquisition Regulation clause FAR 6.302-1, indicating that Spirent Federal Systems is the only responsible source capable of fulfilling this specific requirement, and no alternate supplies or services can satisfy the need. This announcement serves as a notice of intent to award the contract without competition, but interested firms have the opportunity to challenge the sole-source justification. Such firms must submit a letter of interest, demonstrating their capability to provide equivalent products and explaining why they should be considered. Responses must be sent by September 9, 2010, to the designated contracting center contact, Connie Quinn, with instructions provided for submission via mail, email, phone, or fax. The government will evaluate any responses received but retains sole discretion on whether to proceed with a competitive procurement. Costs related to submitting capability information will not be reimbursed.
