The Government plans to purchase additional licenses for the Relativity Modernization Workbench Bundle tailored for the modernization of legacy COBOL systems, specifically aimed at supporting five new users. This purchase is contingent upon the availability of fiscal year 2007 funds and does not yet obligate any funding. The planned acquisition includes five additional licenses for the Relativity Application Analyzer, Business Rule Manager, and Application Profiler, along with a 12-month software maintenance subscription, 30 days of service and mentoring, and four training sessions. This expansion follows a prior award made in September 2005 through a best value evaluation under FAR Subpart 12.6, with Relativity, Inc., a certified small business vendor, as the original awardee. The software in question is proprietary to Relativity, Inc., who is the sole authorized manufacturer and reseller. The Modernization Workbench has been effectively utilized over the past year within the General Services Administration's Federal Acquisition Service Office of the Chief Information Officer to support the FSS-19 legacy system. The additional licenses and training were not included in the initial award but have become necessary to accommodate more users who handle COBOL file analysis and modernization tasks. Interested parties seeking further information or wishing to address concerns about this acquisition are directed to contact Holly Carr, the Contracting Officer, via phone or email. This notice serves only as an intent to purchase and is not a solicitation for proposals or offers.
