The U.S. Department of State's Systems Integrity Division plans to award a sole source contract to Entrust Inc. for the procurement and maintenance of SafeNet Luna hardware and related security products. The contract includes a specific list of SafeNet Luna items such as Luna CA3 tokens, Luna PED keys, LunaDock PCI card readers, HSM partitions, backup tokens, pin entry devices, and locking devices, totaling an estimated cost of $43,362. These products are critical for the Department's Public Key Infrastructure (PKI) program, as they ensure secure and interoperable encryption services necessary for maintaining system integrity and compliance with existing software configurations. This acquisition is justified under the sole source authority due to the unique nature of the SafeNet Luna equipment and Entrust’s support capabilities. Only Entrust and SafeNet can guarantee software upgrades, patches, maintenance, and hardware replacements that meet the Department’s stringent security and interoperability requirements. Attempts to solicit quotes from other vendors were made; however, no other suppliers can provide the certified products or support needed without risking system failure, loss of warranty, or non-compliance. The contract includes eight months of maintenance services to ensure continued functionality and security. The purchase aligns with federal regulations permitting other than full and open competition when only one responsible source exists, reflecting a balance between operational necessity and cost reasonableness.
