The Office of Federal Housing Enterprise Oversight (OFHEO) plans to negotiate a sole source contract modification with CGI/AMS to enhance the services under their current contract for Examiner Work Stations (X-Works). This modification represents a significant scope change with an estimated cost increase exceeding 25% of the original contract ceiling, prompting the need for formal synopsis. The planned enhancements focus on improving functionality and user experience through the creation of "team zones" tailored to different risk and programmatic areas, enabling users to customize their portal pages, streamlining processes related to risk structure and documentation, assessing the existing system architecture, and adding features to organize supervisory activity schedules. Additionally, the contract will extend on-site support staff to better serve the agency’s needs. CGI/AMS is uniquely qualified to undertake these enhancements efficiently due to their existing familiarity and specialization with the current system, ensuring continuity and cost-effectiveness. The contractor is required to evaluate each proposed option and provide pricing using a cafeteria pricing structure, allowing flexibility and clarity in cost management. This effort underscores the agency's commitment to maintaining and advancing the operational capabilities of their examiner workstations to support risk management and program oversight functions effectively.

The Office of Federal Housing Enterprise Oversight (OFHEO) intends to negotiate on a sole source basis with CGI/AMS for enhancements to the services currently being provided under an existing contract(Examiner Work Stations or - X-Works, contract OFHEO-2005-01C). This synopsis is required because the anticipated change is outside the scope of the existing contract (estimated costs exceed 25% of the total contract ceiling). The enhancements include: 1) establishment of - team zones for staff in each subject matter area, corresponding to the risk areas (credit risk, model risk), or programmatic subject matter (capital, research); 2) the ability for each user to customize a portal page to enhance employee productivity; 3) add functionality and streamline processes (risk structure changes, document types, MRA JSP, etc.); 4) assessment of the current architecture; 5) include functionality to organize and display schedules for supervisory activities; and 6) extend the current on-site support staff. The contractor is required to review each option and price the options using a cafeteria pricing structure. CGI/AMS is the only contractor with the expertise to provide these enhancements in a time effective manner, has the current expertise, and at a cost that is reasonable to the effort required.
