The National Oceanic and Atmospheric Administration’s National Severe Storms Laboratory plans to upgrade its Sigmet RVP8 weather radar/antenna control processor to include dual polarization capabilities. This enhancement is essential for enabling NSSL to perform scientific research on an operational platform that matches what the National Weather Service employs, thereby facilitating faster integration of new scientific advancements into operational weather systems. Because the upgrade components are proprietary to Sigmet and not available from other vendors, the procurement is pursued on a sole source basis with Sigmet Radar Data Systems, located in Westford, MA. This acquisition is being conducted under the simplified acquisition procedures outlined in FAR Part 13.1, with a threshold not to exceed $100,000, and no formal solicitation is planned. Any responses received will be assessed solely to determine if a competitive procurement is in the government’s best interest. The anticipated award date for this contract is April 17, 2003. The primary point of contact for this procurement is Doris P. Turner, the purchasing agent at NOAA.
