U.S. Central Command (USCENTCOM) intends to award a sole source contract to ESRI for maintenance support of ArcView software, which is the established industry standard for mapping and currently in use across several USCENTCOM directorates. ArcView enables users to review and update mapping data critical to the Command’s operations and meets specific standards, including compatibility with USCENTCOM’s SIPR network. ESRI, as the exclusive distributor and manufacturer of ArcView, is the only provider capable of delivering the required software maintenance services, which include annual technical support renewals and software updates. Market research, including a sources sought notice and solicitation efforts, confirmed no other suppliers meet these needs, and alternative mapping software options would involve significantly higher costs and additional training burdens. This acquisition will be executed under Federal Acquisition Regulation authority 6.302-1, permitting non-competitive negotiations with a sole source when only one responsible provider exists. Interested parties were given the opportunity to express interest, but this notice explicitly states it is not a request for competitive proposals and the decision not to compete lies solely with the Government. The contract supports a requirement documented in an attached Performance Work Statement, with a point of contact at USCENTCOM available for inquiries. The overall approach ensures continuity and efficiency in maintaining the vital mapping software infrastructure essential for USCENTCOM missions.
