The United States Special Operations Command (USSOCOM) intends to award a sole source contract to Good Technology Inc. for technical support related to 300 licenses of Good Mobile Defense Extended Variable. This contract action, governed by the statutory authority under 10 USC 2304(c)(1) and FAR 6.302-1, is justified by the requirement that only Good Technology can provide the necessary maintenance and support without causing the government substantial unrecoverable costs. The existing Good Mobile Defense technology is a crucial capability deployed across USSOCOM’s wireless infrastructure, which must be maintained until it is replaced by new Department of Defense technology anticipated in late 2008. Attempting to switch support services to other vendors during this interim period is considered cost prohibitive. Interested parties were given the opportunity to express interest or submit proposals within six days following the publication of the notice, though the contract will proceed without competition unless the government decides otherwise. The contract award will be made by the 6th Contracting Squadron, with the requirement being vital to sustaining security controls on USSOCOM’s wireless devices during the transition to new technology. This sole source approach also aligns with the stipulation under FAR 52.232-19 regarding the availability of funds for the next fiscal year, indicating the government's commitment to funding the contract as planned. The solicitation is tied to NAICS code 334119 and pertains to a Department of Defense office located in Tampa, Florida.

The 6th Contracting Squadron intends to make an award to Good Technology Inc, 4250 Burton Dr., Santa Clara, CA 95054. Interested parties may e-mail contact@example.gov or fax +1 (555) 000-0000, SrA Nathan Bowles, not later than Monday 14 August, 2007; 10:00 a.m. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within six days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) United States Special Operations Command believes that award to any other source would result in substantial cost to the Government that is not expected to be recovered through competition. Good Mobile Defense is a deployed capability supporting the wireless technology at various USSOCOM enterprise locations. This technology will be replaced by new technology to be released late in 2008 by DOD; USSOCOM has a requirement to sustain security controls on these devices until they are replaced with the new technology. The cost of implementing new technology and trying to disperse it across the enterprise would not be feasible or cost effective for the amount of time required to maintain this license agreement. Accordingly, Good Technology is the only firm capable of providing the maintenance described without the U.S. Government experiencing substantial duplication of cost that could not be expected to be recovered through competition. This signifies the only notice for resulting award which will be made upon closing pending any responses received and per FAR 52.232-19 Availabilty of Funds For the Next Fiscal Year.
