The General Services Administration (GSA) intends to award a sole source task order to Sybase, Incorporated under the Federal Supply Schedule 70 for software upgrades to support the agency’s critical database management platform. This decision is justified under the authority of Section 201 of the Federal Property and Administrative Services Act and FAR Subpart 6.302-1(b)(1), citing that Sybase is the only responsible source capable of meeting the agency’s minimum needs without significant duplication of costs. Sybase was previously selected through a competitive process in 2000 to provide the database management software for the GSA Advantage system, a foundational platform supporting key mission-critical applications hosted on approximately 90 Sun server systems. The existing applications developed over more than two decades rely heavily on Sybase Adaptive Server Enterprise (ASE) and are designed with proprietary elements such as stored procedures and data types that cannot be effectively ported to other database systems without extensive conversion efforts. In addition, the current GSA staff is trained to manage and support Sybase software, reinforcing the operational reliance on this technology. Given these factors, GSA’s Office of the Chief Information Officer (OCIO) has determined that acquiring software upgrades directly from Sybase is the most efficient and cost-effective approach to maintaining the integrity and continuity of its critical business applications. The contract is managed through the GSA Federal Supply Service, with a designated contracting officer overseeing the procurement process.

This serves as a - Notice of Intent to award a sole source task order award under FSS Schedule 70 to Sybase, Incorporated under the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 USC 501). The Federal Acquisition Regulation basis is cited in FAR Subpart 6.302-1(b)(1), - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements When there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by- (a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition.." In February 2000 a competitive procurement was awarded for the Customization and Personalization of the GSA Advantage system. Sybase was the one of the competitive solutions considered and recommended by the technical evaluation team. It was also considered the reasonable and acceptable solution based on price. Therefore, on the basis of the best value determination, CIO established Sybase as the standard database management software for the GSA Advantage system. As a result, Sybase has been implemented as the primary database environment to develop and run other mission critical business applications. Application software developed with Sybase software will not operate with database software from any other manufacturer without significant conversion effort. Existing applications are the product of, literally, thousands of person-hours of design, coding, and testing efforts over the span of more than 20 years, and are not available - off the shelf. Existing staff is trained in the management and support of Sybase software. General Services Administration (GSA) Federal Supply Service (FSS) Office of the Chief Information Officer (OCIO) owns and operates 90 Sun server systems, which are housed in two different sites within the United States. These systems support key GSA applications, including www.gsaadvantage.gov and are central to GSA's mission. The database management platform is based on Sybase Adaptive Server Enterprise (ASE). Application software developed with Sybase stored procedures and data types will not operate with database software from any other manufacturer without significant conversion effort. Existing applications are the product of, literally, thousands of person-hours of design, coding, and testing efforts over the span of more than 20 years, and are not available - off the shelf. Existing staff is trained in the management and support of Sybase software. Therefore, the General Services Administration Federal Supply Service intends to purchase from Sybase, Incorporated, the required software upgrades pursuant Federal Acquisition Regulation (FAR) Sub-Part 6.302-1.
