The Centers for Medicare and Medicaid Services (CMS) has initiated a Streamlined Competition under the Revised Office of Management and Budget (OMB) Circular A-76 for the Division of Performance Management within the Budget and Analysis Group of the Office of Financial Management. The purpose of this study is to assess whether government personnel should continue to perform functions related to developing and maintaining financial systems that comply with CMS IT standards. These systems support internal CMS financial needs, including payroll, travel, and administrative budget management, as well as Medicare contractor financial performance and fund control systems. Currently, these services are delivered by twelve federal employees. Key officials involved in this process include Leslie Norwalk as the Competitive Sourcing Official, Brenda Sykes as the Agency Tender Official, and Ed Hodges as the Contracting Officer. CMS has announced this study as required by OMB Circular A-76 but has not yet issued a Request for Proposal (RFP). A decision regarding the cost comparisons and the outcome of the study is expected around June 9, 2005. Should the determination be made to compete the activity outside the government personnel, CMS plans to publish the requirement in the Federal Business Opportunities portal. The solicitation is referenced as A76-CMS-05-02, associated with NAICS code 519190, and further contact can be made with Contracting Officer Robyn A. Salawitch for additional information.
