The contract pertains to the procurement of the Meggitt Avionics Threat Warning Indicator (TWI), a specialized piece of equipment essential for government testing of the Common Missile Warning System (CMWS). This device facilitates the evaluation of software changes made to the CMWS by enabling compatibility verification within a laboratory environment before implementation on actual aircraft. The TWI functions as a single line replaceable unit that includes digital interfaces, operator controls, and a high-resolution, color active matrix liquid crystal display compatible with Night Vision Imaging System (NVIS) B standards. Its critical role supports the Software Engineering Directorate at the Aviation Missile Research and Development Center (AMRDEC), aiding in the analysis and testing of software systems related to aircraft defense. The contract is a sole source award justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, indicating that Meggitt Avionics is the only responsible source able to provide this specific equipment, which is not available from other vendors or distributors. Interested parties who believe they can meet the requirement were invited to submit their qualifications by a specified deadline, though the government intends to move forward with Meggitt Avionics. The solicitation was issued by the USA Engineering Support Center at Redstone Arsenal, Alabama, under NAICS code 334419, reflecting its association with electronic component manufacturing. This contract underscores the specialized nature of the TWI and its integral function within missile warning system development and validation.
