The US Army Medical Research Acquisition Activity (USAMRAA) intends to award a Sole Source requirement to the SYBASE, Inc., 561 VIRGINIA RD, CONCORD, MA 01742-2727 . The SYBASE PowerBuilder Enterprise product to develop and sustain a bulk of the DMLSS Client Server application which involves over three-million lines of code. PowerBuilder is a 4GL tool suite which enables quick prototyping and development of client side functionality. The current production HP/UX product, as well as the Oracle Tech Refresh of DMLSS will continue to rely on PowerBuilder for client side development. This procurement is being issued in accordance with FAR 6.302-1; Only one responsible and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive quotes. This Synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received within fifteen (15) days after publication of this response, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
