The contract involves a sole source procurement intended to be awarded to Northrop Grumman Mission Systems, Intelligence Systems Division, for the acquisition of a Touch Table Interactive Display System along with related installation and integration services. This advanced visualization system is critical for supporting the USSTRATCOM/JIAPC mission focused on producing Holistic Target Characterizations (HTC). The Touch Table enables enhanced analysis, display, and sharing of fused intelligence and planning data across distributed Combatant Command users. Developed in collaboration with the Defense Intelligence Agency (DIA) and Applied Minds Inc, with Northrop Grumman as the integrator, the Touch Table is currently a proven, accredited, and operational commercial product already integrated into the intelligence community’s secure systems. The award is justified without full and open competition under FAR Subpart 6.302-1(a)(1) because only Northrop Grumman can provide a Touch Table compatible with the existing DIA system, which is accredited and integrated into multiple intelligence applications at required protection levels. This sole source approach promises substantial cost and schedule savings while meeting collaboration needs across key intelligence stakeholders. While this notice is not a request for proposals, other firms may submit written evidence of capability by a specified deadline for government consideration. The contract falls under NAICS code 334119 and is managed by the 55th Contracting Squadron at Offutt Air Force Base, Nebraska, with specific points of contact provided for inquiries.

Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order to Northrop Grumman Mission Systems, Intelligence Systems Division, 12900 Federal Systems Park Drive, Fairfax, VA 22033 for a Touch Table Interactive Display System with incidental services for installation, assistance with the accreditation, and integration of the Touch Table collaborative visualization capabilities. The Touch Table will fulfill a requirement for visualization capability to support USSTRATCOM/JIAPC mission to produce Holistic Target Characterizations (HTC). HTC development requires advanced visualization support for the analysis, display and dissemination of fused intelligence and planning information to distributed Combatant Command users. HTC development is done in conjunction with other intelligence agencies, including the Defense Intelligence Agency (DIA), who partnered with Applied Minds Inc (AIM) as the innovator and Northrop-Grumman as the integrator to develop the Touch Table. Northrop Grumman is now offering the Touch Table as a commercial product. The North American Industry Classification System (NAICS) code for this procurement is 334119. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals; however, any firm that believes it can meet the requirements may give written notification to the individual identified below by 26 September 2005, 12:00 p.m. (cst). Determination to award other than sole source will be at the Government's discretion. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. A determination not to compete this proposed procurement was made due to the fact that the Touch Table must be compatible with the existing DIA Touch Table system, and that the Touch Table solution has been deployed, proven, integrated and accredited into JWICS at a Protection Level 2, and integrated into geospatial, imagery and visualization applications already in use in the Intelligence Community. Using the Touch Table system will allow the Government to meet its stakeholder organization collaboration requirements at a substantial cost and time savings. Questions should be directed to Mr. Lee Smales via email: contact@example.gov or by facsimile: +1 (555) 000-0000.
