The contracting office for the USPFO in Massachusetts seeks to procure specific brand-name furniture products to furnish Phase II of the Joint Forces Headquarters for the Massachusetts National Guard at Hanscom Air Force Base. The acquisition includes a substantial quantity of Knoll brand items, such as approximately 227 Morrison workstations, 61 Reff workstations and meeting tables, various Knoll chairs including Life, Ricchio, Studio Jorge Pensi Toled, Chadwick Task Chairs, along with Calibre file cabinets and Series 2 storage cabinets. Additionally, 202 Achieve chairs from SitOnIt are part of the purchase. The procurement aligns with FAR Part 6.302(1)(c) to ensure consistency with furniture purchased and installed during Phase I of the project in 2012. The products are available on the GSA Schedule, and the procurement will be conducted through an RFP issued via GSA e-Buy, targeting a small business set-aside under NAICS code 423210 for Furniture Merchant Wholesalers. The contracting plan anticipates leveraging a Contractor Teaming Arrangement among authorized dealers of Knoll products, which includes at least nine small businesses across the continental U.S., fostering competition and opportunities within the small business sector. Due to FAR provisions, the contracting officer has waived the 15-day publicizing period, intending to issue the solicitation within 10 days. While this notice is not a solicitation for competitive quotes, interested parties may submit capability statements or proposals within ten days for consideration. Responses will assist the government in deciding whether to conduct a future competitive procurement without brand name restrictions. The contract’s primary goal is to complete the furnishing of the Joint Forces Headquarters facility with products consistent with the original Phase I installation, ensuring seamless integration of furniture across both phases.
