California Resources Production Corporation is undertaking a well rework operation on the McDougall 18 well (API #0403045900) in the Kern Front Oil Field, located in Section 26, Township 28S, Range 27E of Kern County, California, with surface coordinates at latitude 35.46907043 and longitude -119.03449249. The work involves pulling existing production equipment, cleaning the wellbore to the perforated bottom of the liner, installing a 4-inch slotted liner inside the existing 5.5-inch liner, setting a new 7-inch by 4-inch subsurface safety valve, and reinstalling production equipment. All activities will occur on an existing wellpad with no new surface disturbance, no permanent facilities constructed, and no expansion of associated infrastructure. Only temporary, mobile equipment such as a workover rig, pumps, and return bins will be used, and all waste materials will be disposed of in compliance with applicable regulations. The project is authorized under California Department of Conservation, Geologic Energy Management Division (CalGEM) permitting and qualifies for categorical exemptions under the California Environmental Quality Act, specifically Classes 1, 2, and 4, as it involves maintenance of an existing facility, replacement of components, and minor alterations to land. The work is subject to inspection and acceptance at the site, with compliance governed by California Code of Regulations Title 14, Sections 15301, 15302, 15304, 1684.1, and 1684.2, which establish standards for well integrity, mechanical safety, and minimal environmental impact. There is no specified contract value, delivery schedule, or pricing data, as the documents reflect an environmental permitting action rather than a formal procurement contract with contractual clauses, FAR provisions, or federal acquisition requirements. Primary contact for regulatory matters is CalGEM, reachable via calgemcentral@conservation.ca.gov, with Andrew Cochrane of CRPC listed as an agent. No UEI, CAGE code, socioeconomic certifications, or federal representation statements are included, indicating the action is governed solely at the state level.
