OEM Caterpillar D-398 Engine Overhaul Kit
Solicitation # 52000QR270000209
The United States Coast Guard Surface Force Logistics Center is soliciting quotations for a complete Original Equipment Manufacturer (OEM) overhaul kit for a Caterpillar D-398 engine to be used onboard the USCGC Tahoma (WMEC 908). This is a total small business set-aside under NAICS 333618, processed as a firm-fixed-price purchase order using simplified acquisition procedures in accordance with FAR Part 13. Due to standardization and lifecycle support requirements, only genuine Caterpillar brand-name products are acceptable, and the solicitation is restricted to authorized Caterpillar Parts and Service Centers. Offerors are required to provide a valid Letter of Authorization (LOA) from the OEM to prove authorized status, as this will be evaluated as a matter of contractor responsibility. The overhaul kit must be delivered FOB Destination to Newport, Rhode Island, specifically during the week of May 2, 2027. Early delivery is undesirable and may be rejected, while late delivery is strictly prohibited. The contractor is responsible for providing robust packaging for core components and must arrange and pay for the return freight of these cores from Newport approximately 75 days after the initial delivery. Quotations must be submitted by October 28, 2026, and must include a detailed cost breakdown, unit costs, and proof of active registration in SAM.gov. Award will be based on the best value to the government, considering price, specifications, and quality.

The U.S. Coast Guard Surface Forces Logistics Center intends to award a sole source, firm fixed price contract for the procurement of two Woodward Governor Company 723PLUS Digital Marine Controls for a two-engine LON torque sharing marine propulsion application. This acquisition is designed to replace obsolete 721 Digital Marine Controls on the USCGC WALNUT located in Honolulu, Hawaii. In addition to the hardware, the contract includes on-site services from a Woodward Application Engineer to perform post-install set-up configuration and commissioning. The estimated value of the contract is 31,000 dollars. Due to the proprietary nature of the documentation and the fact that the government does not possess the necessary data rights for manufacture or service, the requirement is restricted to the original equipment manufacturer or its authorized representatives. This sole source justification is intended to prevent operational impacts to the fleet and avoid potential additional costs estimated at 175,000 dollars. The procurement falls under NAICS code 333618 and is managed by the Department of Homeland Security.
