Caltrans District 7 in Los Angeles has approved a temporary encroachment permit for the Pacific Bell Telephone Company (AT&T California) to execute the Manhole Modification Project. The scope of work involves repairing and raising manhole lid and frame MH# 9049 to grade within the Caltrans right-of-way along Interstate 110 at post mile 19.53. The project requires excavation of soil outside the shoulder of the east side of the southbound I-110 off-ramp, with excavation dimensions consisting of a length of 4 feet, an average width of 48 inches, and a depth ranging between 42 and 48 inches. The project also includes necessary traffic control activities within the City of Los Angeles and Los Angeles County. The project is governed by the Encroachment Permit Special Provisions (TR-0408) and has been determined to be exempt from CEQA and categorically excluded from NEPA environmental assessment requirements. Key operational constraints include a prohibition on construction dewatering and strict protocols for the protection of wildlife and the handling of any unidentified cultural materials unearthed during construction. No public utilities will be relocated, and no new right-of-way will be acquired. The project is managed by Thao Tran and was environmentally cleared by Senior Environmental Planner Pauline Lee on January 28, 2026.
