The 735th Air Mobility Squadron is conducting market research through a Sources Sought Synopsis to identify qualified small businesses capable of performing the removal and replacement of twenty-six Variable Air Volume (VAV) controllers and twenty-six associated thermostats at Building 4069 on Joint Base Pearl Harbor-Hickam, Hawaii. This initiative is not a solicitation for proposals and no award will result from this announcement; its sole purpose is to assess the availability and capability of potential contractors to support a future acquisition. The work requires full labor, tools, equipment, and supervision to safely de-energize and remove obsolete components and install new Carrier-branded units provided by the government, including all ancillary tasks such as ceiling tile removal and restoration, pulling new control wiring, and complete site cleanup and debris disposal. All work must be coordinated with the government’s Contracting Officer’s Representative and performed in strict accordance with federal, state, local, Department of Defense, and Air Force regulations, including adherence to Davis-Bacon wage determinations for electrical work and compliance with OSHA’s Voluntary Protection Program requirements. Contractors must hold a valid HVAC license and ensure all technicians are EPA Section 608 certified for refrigerant handling as mandated by the Clean Air Act. Preference will be given to those who are Official Carrier Factory Authorized Dealers and whose technicians hold North American Technician Excellence (NATE) certification, though these are not mandatory. The use of genuine OEM parts for any components beyond the government-furnished units is required to preserve system warranties. Respondents must submit a capabilities statement that includes company name, address, point of contact, CAGE code, Unique Entity ID, business size certification under NAICS code 238220, and a narrative detailing federal or DoD experience with similar HVAC control system replacements. Contractors must also explicitly confirm compliance with all licensing and certification requirements. The project is structured as a total small business set-aside, and all submissions must be received by July 4, 2026. The contractor must designate a contract manager with full authority to act on behalf of the company, appoint a senior on-site representative for all communications, and ensure all personnel comply with base security protocols including REAL ID compliance, vehicle registration and insurance requirements, and proper escort coordination through the COR. Final acceptance requires a joint walkthrough between the contractor and the COR followed by a final inspection with the Contracting Officer, during which any outstanding punch list items must be resolved prior to payment authorization.

This is a Sources Sought Synopsis, not a solicitation for proposals. No contract will be awarded from this announcement. The 735th Air Mobility Squadron (AMS) is seeking to identify qualified and experienced businesses capable of performing the work described herein. The purpose of this RFI is to conduct market research to determine the availability and adequacy of potential business sources prior to issuing a formal solicitation.

The Government is seeking information from businesses that can provide all labor, tools, equipment, and supervision necessary to remove and replace twenty-six (26) Variable Air Volume (VAV) controllers and twenty-six (26) associated thermostats at Building 4069, Joint Base Pearl Harbor-Hickam, HI.

Background & Scope of Work

As detailed in the Performance Work Statement (PWS), the project requires the removal of 26 broken VAV controllers and 26 thermostats and the installation of new, customer-provided Carrier components.

The scope includes, but is not limited to:

  • De-energizing, disconnecting, and safely removing all specified broken/obsolete components.

  • Installing 26 new VAV controllers and 26 new thermostats compatible with the existing building automation system.

  • Performing all ancillary tasks required for a complete installation, including removing/replacing ceiling tiles, pulling new control wiring, and restoring the work site to its original condition.

  • Properly removing and disposing of all old components and debris from the facility.

  • Coordinating all work with the government Contracting Officer's Representative (COR).

Required Contractor Qualifications & Certifications

The Government has a strong preference for contractors who can demonstrate the following qualifications to ensure system integrity, warranty protection, and adherence to federal law. Respondents should clearly state their ability to meet the following criteria:

  • Licensing: Possess a current HVAC contractor license. Any electrical work must be performed by a licensed electrician in accordance with the PWS.

  • EPA Certification: All technicians performing work must hold an EPA Section 608 Certification for proper refrigerant handling, as required by the Clean Air Act.

  • Manufacturer Authorization & Expertise (Highly Preferred): To protect the government's equipment warranty and ensure the highest quality of service, strong preference will be given to contractors who are Official Carrier Factory Authorized Dealers.

  • Technician Certification (Highly Preferred): In lieu of or in addition to factory authorization, contractors whose technicians hold North American Technician Excellence (NATE) certification are also preferred.

  • Use of Genuine Parts: The contractor will be required to use genuine, Original Equipment Manufacturer (OEM) parts for any components beyond the government-furnished controllers and thermostats to maintain system warranty.

Interested parties are requested to submit a capabilities statement that addresses the following:

  1. Company Information: Company name, address, point of contact, phone number, email address, CAGE code, and Unique Entity ID (UEI).
