California Resources Elk Hills, LLC is proposing a remedial rework of an existing injection well, identified as API #0403045140 (Well Name 27WD-22R), located in the Elk Hills Oilfield in Kern County, California. The primary objective of this project is to address well integrity issues by remediating known casing holes through the installation of an inner casing string. The work is designed to be conducted entirely on an existing pad to ensure that no undisturbed areas are affected and that the well maintains substantially the same purpose and capacity as its original state. Each rework operation is estimated to take approximately 7 to 10 days to complete. The project has been reviewed by the California Department of Conservation, Geologic Energy Management Division (CalGEM), which issued a Notice of Exemption on November 19, 2025. CalGEM determined that the project is exempt from full environmental review under the California Environmental Quality Act (CEQA) based on several categorical exemptions, including existing facilities, replacement or reconstruction, minor alterations to land, and the protection of natural resources and the environment. The project falls under both Group A and Group B of CalGEM’s rework exemptions guidance and is expected to have no significant adverse environmental impacts. Administrative oversight is provided by the Department of Conservation in Bakersfield, California.
