The Centers for Disease Control and Prevention plans to award a sole source commercial contract to Elsevier, Inc., based in New York, to provide electronic access to essential scientific and clinical research journals and databases. The contract includes a base period of one year with four additional one-year options. The scope involves providing access via a single interface to Science Direct, encompassing 200-225 subscribed print journals, 325-400 online-only journal titles, and all titles published by Cell Press. Additional subscribed journals not yet available on Science Direct will also be included when online access becomes available. The contract also covers access to databases such as Embase or Scopus (but not both), MD Consult, and e-books, with a minimum annual purchase requirement under a pick-and-choose model, including key titles like Bailey & Scott’s Diagnostic Microbiology and Methods in Enzymology. The vendor must ensure enterprise-level, ubiquitous access with IP recognition, allowing use by all CDC personnel regardless of location without requiring usernames or passwords. The resources must support various delivery options, interoperability with existing library and agency tools (like SFX), and comply with government interlibrary loan and copyright standards. Technical support, advanced search functions, reporting capabilities, and user documentation will be provided to facilitate offsite research. This procurement is justified under the FAR sole source provision, citing Elsevier as the only responsible source able to meet the agency’s needs. While this is not a solicitation for competitive bids, other firms may express interest within 15 days, though the government may opt not to compete the contract. Ivory Y. Reid is the designated contract specialist for inquiries and notifications.
