The Department of Justice's Justice Management Division, Procurement Services Staff, plans to negotiate a sole source contract with Aspen Law and Business for subscriptions to updates and supplements of various legal publications. These Aspen publications, which include titles such as Administrative Law Treaties, Banking Law and Regulations, Civil Discovery and Depositions, and Trial Ethics, contain copyright protected content used by Department attorneys for research and trial preparation. Due to the copyrighted nature of these materials, Aspen is the only known source for the required updates and supplements. The procurement authority is based on statutory grounds that allow contracting from a single responsible source, and no solicitation document will be issued. Interested parties have a ten-day period from the announcement date to submit a written statement demonstrating their capability to provide all required Aspen copyrighted publications. However, such responses will not be treated as bids or proposals but will only inform whether a competitive procurement may be conducted, a decision that remains at the Government's sole discretion. The contract will serve Department locations nationwide, with an initial performance period of one year and options to extend up to three years. Contact information for the contract specialist is provided for interested parties, and the overall transaction is identified under solicitation number DJJD06RFP0420.
