The U.S. Environmental Protection Agency (EPA) intends to enter into a sole source contract with Scholastic, Inc. for the English-language version of the book "The Magic School Bus Gets Cleaned Up." This decision is based on Scholastic being the only known source that can provide this proprietary and copyrighted educational material. The book is specifically tailored to align with the EPA’s Clean School Bus USA program, which promotes environmental initiatives such as clean air and school bus emissions reduction. Since 2006, the EPA has partnered with Scholastic to use the well-known Magic School Bus characters and storyline for environmental education targeted to children. This procurement will be conducted under the Federal Acquisition Regulation (FAR) Parts 12 and 13, without competitive bidding, as permitted by FAR 6.302-1 for sole source justification. Though considered a sole source, other firms that believe they can supply the product are invited to submit supporting documentation within 15 calendar days of this notice via the FedConnect website, though telephone inquiries will not be accepted. The contracting office responsible is the Cincinnati Acquisition Division of the EPA. The notice emphasizes the proprietary nature of Scholastic’s products and clarifies that this is a presolicitation notice, not a request for proposals or competitive bids.
