The U.S. Department of Energy (DOE) intends to award a sole-source contract to BW Research Partnership, Inc. for a detailed report on employment within the energy sector. This decision is based on the unique capabilities of BW Research Partnership, who conducts a proprietary, nationwide survey focused exclusively on energy-related employment. Their methodology captures data spanning various segments including renewable and fossil energy sources, power generation, transmission, energy efficiency, fuels, and motor vehicle production related to energy. The report is designed to categorize energy jobs by industry and occupation, distinguishing between fossil and renewable energy sources, and further breaking down employment by specific energy activities and value chain stages such as research, manufacturing, sales, installation, and professional services. The report is required to be delivered by February 29, 2016, and falls under NAICS code 541720 (Research and Development in the Social Sciences and Humanities). While this is a notice of intent to sole source the contract, interested parties may submit capability statements and rationale to demonstrate equivalent service availability by a specified deadline, though the government retains discretion on proceeding without competition. Responses are to be submitted via email, and questions should be directed exclusively to the identified contract specialist with no phone inquiries accepted. The procurement will follow Simplified Acquisition Procedures for commercial items, and no solicitation has been released at this time.
