The U.S. Army Mission and Installation Contracting Command (MICC) intends to award a sole-source contract to CESSNA Aircraft Company in Wichita, Kansas, for the procurement of flight operations manuals, operating and maintenance manuals, emergency checklists, and manual revisions specifically for the UC-35 Cessna aircraft. This acquisition is conducted under the authority allowing Other Than Full and Open Competition, citing statutory and regulatory provisions that justify awarding the contract without a competitive process. The action is designated under NAICS code 323121 and is primarily focused on obtaining these critical publications necessary for the operation and maintenance of the aircraft. This notice is not a solicitation for bids or proposals but serves as a notification of the intent to award the contract to Cessna. Interested parties with relevant capabilities were invited to submit written capability statements by a specified deadline, allowing the government to assess whether a competitive procurement would be in its best interest before finalizing the sole-source award. All submissions had to be clear, concise, and without cost or obligation to the government, with electronic submissions accepted under certain size limitations. The contracting office handling this acquisition is located at Fort Belvoir, Virginia, with Robert A. Hughes Sr. designated as the point of contact.
