The Environmental Protection Agency (EPA), representing the Office of Chemical Safety and Pollution Prevention and the Office of Research and Development, plans to award a sole source fixed price purchase order to Reed Elsevier, Inc. for access to Reaxys, an online tool that provides critical chemical data and supports research workflows. The EPA intends to issue two separate orders: one for a one-year subscription and another for a one-year base period with four one-year option periods. This acquisition will be conducted under the authority of FAR 13.501, limiting competition to a single identified source due to the specialized nature of the service, which is not open for competitive bidding. This announcement serves as a notice of intent rather than a solicitation for quotes, but parties interested in offering their services or demonstrating capability to meet the requirement may respond by October 31, 2013. The EPA retains full discretion to determine whether to proceed without competition based on any responses received. The contracting officer for this procurement is Christine Edwards, who can be contacted via email for further information. The contract falls under NAICS code 511120 and will be managed by the Headquarters Acquisition Division in Washington, D.C.
