The Government plans to award a sole-source contract to Brodart Company for an Adult and Young Adult book lease program along with a Children’s book subscription plan at Beale Air Force Base, California. Brodart will supply an initial inventory of 1,600 books for the Adult/Young Adult collection and provide an ongoing annual allowance of 960 new books, distributed at 80 new books per month. The Children’s book program will follow a subscription model with an annual allowance of approximately 180 new books, or about 15 books per month, based on a point value system for each book. This direct award is justified under FAR 6.302-1, recognizing Brodart Company as the only responsible source capable of meeting the agency’s needs. Brodart has been the incumbent contractor for the book lease program at Beale AFB since Fiscal Year 2002, and recent market research confirms that no other vendors can fulfill the specific requirements of this contract. The contract falls under NAICS code 451211, with a small business size standard of 500 employees. The sole-source award is intended to be finalized by October 1, 2004, and this notification serves as the only public announcement of the Government’s intent to award the contract to Brodart for continuation of these vital library services.
