76--SPECIAL NOTICE OF INTENT TO SOLE SOURCE - OVERWATCH SYSTEMS LTD.

ERDC Contracting Office intends to solicit sources and pricing under the authority of FAR 13.500 for ArcGIS Feature Analyst and ArcGIS LIDAR Analyst for extracting tactical data features. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Monday 20 September 2010 - 11:00 A.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to contact@example.gov. Please use solicitation number referenced in the subject line. Overwatch Textron Systems is the only distributor and licensing authority for ArcGIS Feature Analyst and ArcGIS LIDAR Analyst software. Researchers within the Geospatial Research and Engineering Division are working to develop and optimize rapid tactical feature extraction workflows to populate Army Geospatial Databases. These workflows will allow analyst to rapidly fill geospatial data gaps using features extracted from high resolution data sources to meet priority intelligence requirements through current and actionable information. Overwatch Textron Systems is the only company that provides ArcGIS Feature Analyst and ArcGIS LIDAR Analyst. Both software packages provide automated feature extraction extensions that enable GIS analysts to rapidly and accurately collect vector feature data from high-resolution imagery and LIDAR data. Feature Analyst incorporates multi-attribute learning algorithms to enable collection of linear and polygonal features such as roads, hydrologic features, trails, buildings, vegetation, landcover/land-use and many other features. The goal is to continue development of tactical feature extraction workflows for the purpose of populating Army Geospatial Databases.
