The 1st Information Operations Command (1st IO) intends to issue on a sole-source basis a firm fixed price purchase order to UCG Information Services, LLC for continued access to their online electronic subscription, Military Periscope. This is a renewal. The subscription includes access to online databases and monthly updates. The period of performance will be for one year beginning September 30, 2009 through September 29, 2010. Under FAR (Federal Acquisition Procedures) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is utilizing procedures in the FAR Part 12 Acquisition of Commercial Items in conjunction with procedures in FAR Part 13. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Governments intent to renew this subscription from UCG Information Services, LLC. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether or not to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with UCG Information Services, LLC as the only source and a purchase order will be issued without any additional notices being posted.
