The system must be capable of processing approximately 250,000 parcels and will initially support up to 12 users. The contractor is responsible for providing all necessary hardware, including one barcode printer, 12 scanners with integrated signature pads, and one mobile device, as well as all associated consumables and routine replacement parts. The software will operate as a standalone system not connected to the VA network, meaning it should be SaaS permitted and will not require integration with internal VA identity management or directory services. The contract consists of a base period from October 30, 2026, to October 29, 2027, with four subsequent one-year options extending the total potential duration to five years and six months. Quotes are due by 14:00 MT on October 30, 2026. Pricing must be comprehensive, including all initial hardware, installation, and implementation costs within the original quote, though the government accepts a higher base-year price to account for these non-recurring expenses. Technical support is required to align with warehouse operating hours of 6:30 a.m. to 2:30 p.m. Award will be based on a comparative analysis of technical capability, price, and past performance, with a strict requirement that offerors be VetCert verified to be eligible for award.
