7A--SPECIAL NOTICE OF INTENT TO AWARD TO A SOLE SOURCE

The U.S. Fish and Wildlife Service intends to award a sole-source, firm-fixed-price contract to Bridge Intelligence, LLC d/b/a AssetIntel for a FedRAMP-authorized cloud-based Bridge Portfolio Management System (BMS) to support the National Bridge Safety Program. This acquisition, governed under FAR Part 13.106-1(b) as a simplified acquisition not exceeding $250,000, is justified under FAR 6.302-1 due to the unique capability of the inspectX platform, which is the only commercially available system that meets federal cybersecurity requirements through FedRAMP authorization and integrates seamlessly with the Federal Highway Administration’s National Bridge Inventory data standards and UPACS reporting system. The contract includes a base year and four optional years, potentially extending performance to five years, and is designed to manage inspection scheduling, data collection, maintenance tracking, and automated reporting for over 770 bridge structures across the Service. The system will be accessed by both internal staff and external consultants who conduct field inspections and must operate securely within and outside federal firewalls without compromise to data integrity or compliance. The place of performance is designated as Falls Church, Virginia, where the contracting office manages oversight and acceptance, though the software is delivered as a cloud-based service with no physical delivery or FOB terms. Acceptance criteria are tied directly to compliance with FHWA NBI specifications, FedRAMP security controls, and the system’s ability to maintain accurate, real-time data updates across all 160+ required data points per bridge. The vendor, AssetIntel, is uniquely qualified due to prior successful implementations within other federal agencies including the Bureau of Reclamation, U.S. Forest Service, and U.S. Army Corps of Engineers. No competitive solicitation is being conducted, and responses from other offerors are invited only to demonstrate capability that could justify competition, with no reimbursement for submission costs. The contracting officer, Melissa Niemi, is the sole point of contact for any communications, and submissions must be received by August 11, 2026, via email with no alternatives accepted. The acquisition relies entirely on the government’s determination that no other product or service satisfies statutory, technical, and security requirements, and no evaluation factors, CLIN pricing, or offeror certifications beyond the sole-source justification are applicable or provided.
