AI Contract Overview
The U.S. Geological Survey intends to award a sole source purchase order to Petroleum Experts LLC for the MOVE suite of structural geology software under FAR Part 12, which governs the acquisition of commercial products and services. This action is justified due to the unique capabilities of the MOVE software, which is the only system capable of integrating with and accessing existing USGS geological models and data sets; no other vendor offers equivalent functionality or compatibility, making Petroleum Experts LLC the sole viable source. The acquisition is not a competitive solicitation, and while responsible parties may submit quotations by the May 11, 2026 deadline, the government retains full discretion to determine non-competition based on responses. The scope includes the delivery of the MOVE software license via USB key, annual maintenance, and technical support for a base period of one year with two optional one-year extensions, extending performance through December 31, 2029. The software must support advanced geologic modeling tasks including 2D cross-section import and scaling, forward and reverse kinematic restoration, fault bend folding, trishear modeling, displacement analysis, fault validity testing, and point cloud generation for integration with thermal and mineral potential assessments. All deliverables and communications must be directed electronically to yangzhideng@usgs.gov; hardcopy submissions or web portal uploads are not accepted. The NAICS code is 513210 for Software Publishers, and the contracting office is located in Sacramento, California. No pricing details, line items, or contract value are disclosed, consistent with the simplified acquisition threshold and sole source framework. The sole source justification has been redacted per FAR 6.301, and no formal evaluation factors, inspection criteria, packaging requirements, or offeror certifications such as UEI, size status, or socioeconomic designations are included in the documentation. The Contracting Officer, Yangzhi Deng, is the only point of contact, with no designated COR, COTR, or PCO identified.
