7A20--NEW- Contract Management Solution (CMS)(VA-26-00066426)

The Department of Veterans Affairs Technology Acquisition Center is seeking a comprehensive Commercial Off-the-Shelf Contract Management Solution (CMS) to provide end-to-end acquisition lifecycle management. This enterprise-wide system will be cloud-hosted within the VA Enterprise Cloud Microsoft Azure Government environment and must align with the VA Acquisition Lifecycle Framework, covering phases from conceptualization through close-out. Key functional requirements include contract writing, lease and vendor management, COR post-award management, and integrated reporting and analytics. The effort is anticipated to be solicited under fair opportunity procedures among GSA MAS Information Technology Professional Services Category 54151S contract holders, with a target solicitation release on or before July 24, 2026. The contract features a base period of 12 months with four optional 12-month extension periods. Performance will primarily occur at contractor facilities within the Continental United States, with periodic on-site support at government facilities. Key personnel requirements include a Program Manager, Technical/Solutions Architect, and Database Administrator, all of whom must have experience in federal acquisition system modernization. The solution must adhere to strict federal security standards, including NIST SP 800-53 Rev. 5, FISMA, and Section 508 compliance. Additionally, the contractor must provide a Software Bill of Materials (SBOM) and follow rigorous chain-of-custody and tamper-evident packaging protocols for any physical hardware deliveries.
