The Department of Veterans Affairs, through its Network Contracting Office 5, plans to award a sole source contract to Philips Healthcare for the upgrade of the ultrasound software used at the Washington DC VA Medical Center. This upgrade involves the Philips Ultrasound 5.0 Software-101911 EPIQ 7, along with the necessary transducer and installation services to replace outdated equipment currently utilized by radiology medical providers. The procurement will be conducted under simplified procedures authorized by federal regulations to restrict competition, as the equipment is proprietary to Philips and integral to patient care at the facility. The procurement is expected to be a firm-fixed-price purchase order valued at approximately $40,000, with an anticipated award date on or before July 20, 2021. The contract falls under NAICS code 334517, with Philips Healthcare, located in Bothell, Washington, as the sole source provider under contract VA797H17D0022. The urgency of the upgrade is underscored by its availability on a GSA schedule and the critical nature of maintaining functional imaging equipment for veteran patients. Although this notice is not a solicitation for competition, interested parties were invited to demonstrate their capability to fulfill the requirement by July 18, 2021, providing detailed justification for why competition would be beneficial. Responses were to be submitted exclusively via email, with no telephone inquiries accepted, emphasizing the streamlined and restricted nature of this procurement.

J044--NOTICE OF INTENT TO SOLE SOURCE Baltimore VAMC Steam System Preventive Maintenance from Vicinity Energy Baltimore Corporation
Solicitation # 36C24527Q0048
The Department of Veterans Affairs is issuing a Notice of Intent to Sole Source for an open market award to Vicinity Energy Baltimore Corporation to provide annual steam system preventive maintenance at the Baltimore VA Medical Center. This requirement, classified under NAICS code 561210 and PSC J044, is driven by the fact that the facility's steam equipment is directly connected to the district steam distribution system owned and operated by Vicinity Energy. The scope of work requires a two-person crew to provide eight hours of service every two weeks, totaling 416 labor hours per year. Key responsibilities include steam trap surveys, cleaning pressure-reducing valves, inspecting heat exchangers, and ensuring proper water chemistry and meter operation. The contractor must supply all necessary parts meeting original manufacturer specifications and provide emergency call-back services with a technician on-site within five hours of notification. The anticipated period of performance is one year from the award date, with the possibility of option-year extensions.
