The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, plans to award a sole source Firm-Fixed Price contract to Excel Imaging Solutions LLC for preventive maintenance and remedial repairs of the Samsung GM85 digital mobile radiography system, including services addressing accidental damage to the Wireless Digital Detector. This one-year base contract includes four one-year option periods and is intended to ensure ongoing support for diagnostic imaging equipment critical in COVID-related medical environments. The decision to sole source this contract is based on market research indicating that Excel Imaging Solutions LLC is the only authorized dealer and service provider for Samsung’s Digital Radiography and Radiology Ultrasound equipment in North Carolina, the geographic area of service. The contract is not open for competitive bidding, with the award expected to be effective around June 29, 2021. Interested firms that believe they can meet the government’s requirements were given a brief window to express their interest, but the solicitation emphasizes that no other providers exist who can deliver the necessary OEM-recommended services without causing unacceptable delays or increased costs. The scope supports prior capital investments in two Samsung GM85 Mobile Digital Radiography systems at the Durham VA Medical Center and aligns with regulatory provisions allowing sole source awards when only one responsible source is available. The Contracting Officer, Paul O. Waite, remains the point of contact for any inquiries within the designated timeframe.
