The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, plans to award a sole source Firm-Fixed Price contract to Convergint Technologies for a Lenel Redundant Access Server to be installed at the W.G. Hefner Salisbury VA Medical Center. This procurement is justified under the authority allowing for non-competitive awards when only one responsible source exists, as the required equipment is specialized and available solely from Convergint, who also maintains the existing Lenel system at the facility. The redundant server will serve as a critical backup to the current access control system, which monitors high-security areas within the VA Police Headquarters 24/7, ensuring continuous protection and compliance with Homeland Security Presidential Directive #12 and related federal standards. This contract, intended to begin in March 2021, will address an urgent need arising from the failure of the current main server due to overload. The purchase will be handled using Simplified Acquisition Procedures without open competition, reflecting the necessity for rapid procurement to maintain security integrity. Although this notice does not constitute a solicitation for competitive bids, interested firms have a brief opportunity to declare their capability within three days of publication, with strict guidelines on how to respond and what business classifications to disclose. The announcement emphasizes that the government will not accommodate telephone inquiries and will not pay for any information submitted in response. This action highlights the government's priority to ensure secure and reliable access control systems at the Salisbury VA Medical Center by leveraging an established vendor capable of meeting the stringent operational and regulatory demands.
