This contract involves the procurement of a total of 24,780 pounds of a thermal insulation ablative coating compound, compliant with Military Specification MIL-C-81904 and requiring QPL (Qualified Products List) qualification. The product is a polyester-based resin, designated as Component A only, with a ghost gray color matching FED-STD-595 Color 36375. It is to be supplied in 590-pound quantities, packaged in new, straight-sided, cylindrical steel drums designed to prevent chemical or physical interaction with the contents and ensure secure closure to avoid leakage during shipment and storage. Important amendments to the technical specifications include the removal of MIL-P-87938 from applicable documents and changes to testing and composition requirements for Component B (Catalyst), including specified limits on glycerine content and detailed test methods for active oxygen content, specific gravity, and refractive index. The contract mandates that changes in manufacturers be accompanied by certification confirming no changes to the original qualified product or formula. Markings on containers must include lot or batch number, manufacture and reinspection dates, manufacturer information, usage and storage instructions, and labeling per the specified military and federal standards.
